Interoperability is about making sure different health systems can talk to each other. It helps you access your health info easily when you need it. As a member of IMPERIAL you can soon use new apps to see your health info. This helps you manage your health better and helps researchers learn more. Remember, IMPERIAL does not have all your info, so talk to your doctor too.

Understanding Interoperability in Simple Terms

Q: How does the new regulation change how I get my health information? 
A: With interoperability, you can use an app of your choice on your computer or phone to access your health info.

Q: What’s the benefit of this regulation?
A: It puts you in control of your care and helps doctors use info from different places. It also helps researchers make care better.

Q: How can I use a third-party app to see my health info?
A: First, make an IMPERIAL online account. Then, get a third-party app. These apps are secure and connect to your health info. Sign up on the app for data sharing and choose your Healthcare plan

Q: Who can I contact for help with the app?
A: Call IMPERIAL Member Services at 1-800-595-0619 for app help. For general questions, use IMPERIAL Member Services in your online account.

Choosing a Third-Party Application

Q: Can I use a third-party app that does not appear on the Imperial Health Plan Member Portal? 
A: You may utilize any application, but for Imperial Health to share data with an application, they must register via our Developer Portal. After they are approved, only then will we share your data with these third-party applications.

Q: How do I give third-party applications access to my information?
A: You must first sign up for the Imperial Health Plan Member Portal. Once you have done so, on the left-hand side select the tab that says, “3rd Party Apps”. Here you will see the list of approved applications you can share your data with.

Q: Are there any privacy and/or security risks associated with using third-party applications?
A: After your health information has been shared to the third-party application, it no longer remains safeguarded by the Health Insurance Portability and Accountability Act of 1996 (HIPAA). Imperial Health Plan has no affiliation with, control over, or endorsement of any third-party applications. Additionally, Imperia. Protecting Your Health Info - Quick Tips

  • Before You Share: Check the app’s privacy policy. It should be clear about how they use your data. If there is no policy, skip the app.
  • Key Questions:  Look for answers like what data they collect, how they use it, and if they share it. Also, know about data security.
  • Pick Wisely:  Choose apps with strong privacy standards for your health data.
  • App Use:  Check app’s privacy policy for how your health data will be used. Different apps may use it differently.
  • Limiting Info:  You cannot limit info sharing now. You only share if you agree when downloading the app.
  • Years of Data:  Data from Jan. 1, 2016, onwards is shared. If you reenroll, only data from the past 5 years is shared. 

HIPAA in Simple Terms

  • What is HIPAA? It’s a law to keep your health info private. No one can share it without your permission.
  • Who’s Covered? Doctors, clinics, insurance companies, and more. They cannot share your info without asking.
  • Third-Party Apps: Most apps are not under HIPAA. They are overseen by the FTC. If an app lies about your data, it is against the law.

  • Fixing Mistakes: If you see errors in an app, ask the app first. If it is not their fault, contact IMPERIAL:

Developer Registration Information

Imperial Health Plan provides third-party developers full access to our hosted FHIR server in order comply with the CMS Interoperability requirement. Public Data:

Imperial Health Plan supports both public and secured API endpoints. In order to comply with CMS regulations, all FHIR compliant endpoints we support are located here:

Private Data:
For developers looking to gain incorporate Patient health information considered private, we require you complete a registration process. Details on how to register is detailed below.

Registering for Secure Access

How do I contact Imperial if I want to access secure FHIR resources?

Head on over to https://members.imperialhealthplan.com/developer/signup
Fill out all the required information and a record of your request will be created. Follow any instructions on the screen. From there, sit tight while our team reviews your application. Once approved, you will receive an email to set up your account.

I was approved. How do I access secure resources?

Once you have received an email indicating your request for access has been approved, login to your account and create an OAUTH2.0 client. This will provide you with the client id and client secret which you will utilize in order to access our secure resources.

 You can create as many as you need for your development and/or application purposes. Once created, note down your client secret as you will not be able to view it again after creating it. If you happen to forget, a new OAUTH client will have to be created and the old one should be deleted.


Authentication Flow

SMART on FHIR

The HL7 SMART Application Launch Framework 1.0.0 uses the OpenID Connect Core 1.0 and OAuth 2.0 protocol to support secure connections.

Client Credentials Flow

Imperial Health Plan currently provides support via the client credentials flow in order to securely access FHIR resources. A visual demonstration of the authentication flow is shown below.

  1. The Client sends an Access Token request with the Client ID and Client Secret initially created to Imperial’s Authorization endpoint.
  2. The Authorization Server returns an Access Token to the Client
  3. Using this token, the client calls the protected end-point
  4. Finally, the server returns the relevant information, if available, to the client
